The blind guy is kinda like Daredevil in which he can see the world in a 3D by using sound waves feeds via his sunglasses. This Daredevil has a techno-geek side kick is part of a secret organization that has been created by private individual donations that is meant to help stop crime as the police is powerless to do much.
